Turning the worst job in the shop into a product
Council web forms took analysts weeks of requirements back-and-forth before anyone saw a working screen. Now the council drives it.

Requirements were frozen before anyone could see anything
Nathan Leverington, Ennovative's founder, has a name for it. They said it in a requirement stage and they get this solution and they say, no — you decided that.
He calls it the communication tax: the cost of translating intent between a customer, a delivery team, and a graduate developer who was never in the room. Every misunderstanding got paid for twice — once in rework, once in the relationship.
Build the thing, then argue about it
Documents are where good ideas go to be misread. Rather than specify the form in a requirements workshop, we showed councils something seventy percent there and worked on the rest together.
That meant putting the council in the builder's seat. Every review happens against a working screen. The requirements conversation stops being hypothetical.
A form builder the council drives itself
A council uploads a photo or PDF of the paper form it already uses, or describes it. Claude drafts the multi-step structure, fields and helper text. The council iterates on a working thing and signs it off.
- Review loop
- Sign-off workflow, feedback board and activity history — owned by the council, not the vendor.
- Handoff
- Salesforce Flow export, so developers receive structured intent instead of a context-free case.

A cost centre became a revenue line
Councils now pay for the platform — recurring revenue Ennovative did not have before.
Form projects went from the job nobody wanted to one the team is glad to take, though council sign-off still sets the pace.
